ANA and IBEX Airlines Agree to ACMI Partnership for Domestic Operations

All Nippon Airways (ANA) and IBEX Airlines have signed a comprehensive business partnership agreement to introduce ACMI operations for ANA flights, with services targeted to begin in fiscal year 2029.

Under the agreement, ANA will serve as the marketing carrier, overseeing route planning and ticket sales, while IBEX will operate the flights. The partnership is intended to improve operational efficiency, optimize fleet utilization and support the long-term sustainability of Japan’s regional air network.

The two airlines have agreed to operate Embraer E190-E2 aircraft under the ACMI arrangement, creating a common fleet with the E190-E2s being introduced into the ANA Group. IBEX will also outsource aircraft maintenance to ANA as part of the partnership, while ANA flights covered by the agreement will be operated by IBEX flight crews.

As a result, IBEX will also retire its CRJ700 fleet from 2029.

The agreement follows recommendations issued by Japan’s Ministry of Land, Infrastructure, Transport and Tourism in May 2026 encouraging broader use of ACMI arrangements to help balance capacity and maintain domestic air services. The partnership remains subject to regulatory approval, with route planning to be finalized ahead of the planned 2029 launch.
