Holding Engineering’s base in Novosibirsk became certified for EASA Part 21J – Design Organization Approval. This certificate allows developing and designing elements of aircraft; according to EASA’s official web page, Holding Engineering is the only organization in Russia approved for Part 21J.
The official process for Part 21J certification was initialized in April of 2013 with request submission to EASA. Having already obtained Part 145 and Part 21G certification, Holding Engineering’s management decided that diversifying into aircraft component design will be an organic path of business development. Preparation successfully concluded on the 3d of June. During the preparation process, training and assessment of personnel with foreign training providers, subcontractor negotiations and collection of necessary documentation were carried out.
The certificate allows designing minor changes and repairs in aircraft cabin interior. Furthermore, Part 21J allows assessing and approving aircraft livery modifications.
Alexey Oschepkov, head of technical department of company’s base in Novosibirsk, claims that success in obtaining approval for Part 21J certificate will be supported with deliveries of aircraft modification orders. Further strategy will likely include development of personnel and capabilities in order to cover more areas approved in Part 21J.
Currently, several orders have been already placed on jobs certified by Part 21J; management of Holding Engineering expects that the certificate will significantly broaden the assortment of the company’s offers, allow to carry out a complete «design (Part 21J) – produce (Part 21G) – implement (Part 145)» cycle, and generate synergetic effects over the entire group.
